Does the age of the woman matter?? If she was the same age of your daughter would you look at her in the same way as you would a woman that was older?
Does it really matter what she is wearing?? Aren't you going to look at women in general as they walk by??
I think we as women look at men just as much as you look at us, but i don't think we are as obvious as you are... WELL MOST OF THE TIME ANYWAYS!!!

However, nobody wears a low cut blouse or very tight skirt because they *don't* want to get attention...that is for sure!

Yet it should be said that there are women out there who wear provocative clothing to attract attention from men and then to demean the man for staring. This refers to the classic tease who intends to punish men.
I am always very sensitive to my partner's feelings and won't go into stare mode. On the other hand, I really dislike how insane we all get about this and how we are into coddling egos so much. All this insecurity does is make people hide more from their true feelings or natures. The "at home" relationship should be so much deeper and intimate than superficial glances at some stranger's cleavage.

Every time I've ever gone out with a group of single women, they've always picked-at and/or commented-on the makeup, outfits, and hairdo's of other women. I also have *NO DOUBT* that other women at these events were picking at the attire of the women in my group.
I can remember one poor woman that walked into a venue dressed in this absolutely ghastly outfit. It was a florescent-pink pinstriped skirt-suit that was double breasted, and had black highlights. It might have flown on a prostitute with a darker complexion, but this woman was pale as a ghost. She accented the outfit with a gruesome set of emerald green pumps, a Dolly Parton hair-doo, and more makeup that you'd expect to see on the main attraction at an open-casket funeral. At any rate, the room practically went silent the minute she hit the scene. Every woman in the place was gaping in abject horror.....I must have heard the women in my group uttering "WHAT is she THINKING?????" at least a dozen times.
Women do care how men perceive them when they dress up, but it's more or less a secondary concern. For the most part, they do it to impress each other.
Furthermore, certain women do wear sexy, low-cut, and revealing outfits to attract the attention of certain men....but if (like myself) you're not wealthy, influential, or terribly good looking, it's important to realize that they aren't dressing this way to impress YOU.

I will admit to enjoying both genders when attractively dressed and know how to cast a glance without seeming to oogle, so I don't understand why a guy can't do the same... just check it out with a glance or two and then remember it for future reveries! ;-)

I think maybe the compete with other women I do not think women dress to impress each other. I'm not sure that has ever been. When I go and get my nails, hair and toes done, is it because I want the stares from a woman? Hell no it's for a man and of course to compete. Women dress like that for MALE attention. I'm not sure why the younger crowd think they have to bare all, personally I think baring all is gross male or female. Do I stare at men?? Nope, a glance will do. Men dress for themselves that is for sure!
